Process for Generation, Review, and Approval of Technical
Assistance Projects:
Below is a flow diagram for
generation, review, and approval of technical assistance projects (Figure 1).
Funding for technical assistance projects will be approved at the commission’s interim
meeting in December. The process follows
that of the research program funding cycle. Out-of-cycle proposals will be considered if
they represent unique time-dependent opportunities to advance understanding.
Ideas for technical assistance
projects would best be generated by informal interactions among HBBS and UMESC
with Task Forces and Secretariat Staff. Suggestions for new projects could come
from any of these four general groups. Ideally, the idea should be presented
and discussed at the task force meetings (February or September). Discrete projects should be described in a
proposal with a clear set of objectives, methods, and a specific set of
deliverables that will be used for communicating results with appropriate
audiences. One page project summaries should be submitted to the Secretariat’
Sea Lamprey Research Program Associate (contact information below) no later
than March 20th to be
included in the April SLCB briefing book.
Investigators should use the Summary Template provided below. The SLCB will review and discuss the pre-proposal
and then forward their recommendations to the Science Program. If recommended by the SLCB, a full proposal
will be requested by the secretariat (full proposals will be due no later than June 15). The peer review process could be invoked for
the project proposal by project investigators at the outset of proposal
submission; by the SLCB upon request of the full proposal; or by the Secretariat’s
Science Program upon receipt of the full proposal. External peer reviews may be sought regarding
study design, data collection, and/or data analyses. Relevancy will not be a part of the peer
review process as the task forces and SLCB will determine this. If the proposal undergoes peer review, the
proposal must be revised and peer reviewer comments must be responded to no
later than September 25th
to be included in the October SLCB briefing book. If the SLCB recommends or if
the Secretariat believes it necessary the full proposal will be sent for
external peer review. Full proposals and
(if applicable) peer reviews will be provided to the SLCB for review during the
October meeting. The SLCB will provide a
recommendation to Secretariat for funding and these recommendations will be
carried to the commission for approval as a part of the Internal Research
Program during the December Interim Meeting.

required for comparing before or after, control vs. treatment, etc.
•
Project requires
sampling over time or sampling specific numbers of individuals for parameter
measurement.

Numerical data will
be collected that will require statistical analyses.
